Perhaps invest_paralegal could list for us all of HR's relatives and connected people who have served on the various "boards" and received large salaries from these organizations. also all the thousands of dollars spent to buy large chunks of land surrounding Wilkenson's home and declaring the land a "wildlife sanctuary" for white tail deer and geese. Or perhaps the percentage of collected money that is paid to his local fundraisers. Anyone who does any digging will find a tangled web in mumerous states with many different charitable organizations tied to the NCSC.

More children, in the US, die by accidents than all the communicable diseases combined. Police and Sheriff Departments across our nation raised their right hands and swear to protect the citizens of their communities. Departments accomplish this by implementing age-appropriate education programs to help prevent these unintended accident and deaths.
NCSC programs help law enforcement by providing materials that reinforce age-appropriate educational skills and also make learning safety fun.
National Child Safety Council (NCSC) was founded in 1954 by a father and mother of five children. It is the only nonprofit 501 (c (3) organization is entirely dedicated to the safety of children that maintains an in-house research and development department. This staff of qualified writers, artists, pre-press and multimedia experts has a combined total of over 150 years of experience at NCSC. The writers, some former teachers, have degrees in education, psychology, and fine art. They have developed hundreds of various teaching materials for children of all ages and their parents. Only positive teaching theories are used, no scare tactics or negative teaching. Each piece of material is evaluated by law enforcement personnel, teachers, and/or principles who implement the programs locally. The 300+ pieces of material cover a wide range of vital child safety subjects. Local law enforcement departments and business/professional community review their dedication to child safety yearly. Business/professional sponsors of this program also have come to expect this renewal and often budget their yearly support.

Facts: Missing Children Help Center, Inc. declared bankruptcy on May 2, 2002.
After reviewing Missing Children Help Center debts, The Federal Bankruptcy Trustee initiated actions to recover any possible accounts receivable.
From a list of 25 possibilities, and their respective insurance liability carriers, an Adversary Proceeding (Case No. 8:03-ap-228) was initiated. Many statements were made in the form of “counts” in that action. After five years and countless audits, the Trustee set forth a compromise. All allegations would be dropped and one insurance carrier would pay a settlement of $335,000. (Not National Child Safety Council) 1. No allegation was ever proved and most were found to be without merit. 2. Every allegation of misconduct toward the National Child Safety Council was dismissed as were allegations against its Founder, H.R. Wilkinson. 3. It should be noted that no funding from donations ever went into defending against this action.
Children are a precious gift and their safety and that of the communities in which they reside is the number one mission of the National Child Safety Council.

Commonwealth of Pennsylvania – National Child Safety Council (Paid entirely by the liability insurance carrier)
The investigation and subsequent action taken by the Commonwealth of Pennsylvania was initiated October 15, 2004 against several charities one being the National Child Safety Council. The National Child Safety Council reviewed the pending disciplinary action and notified its Errors and Omissions insurance policy carrier. As per the insurance contract, National Child was obligated to select one of the recommended law firms. Over the next three years and countless meetings the Commonwealth of Pennsylvania and the insurance company lawyers agreed that an out-of-court settlement was best for all parties. The National Child Safety Council along with each of the other charities and their respective insurance liability carriers agreed to pay a combined settlement of $150,000. It Should Be Noted: 1. The amount paid on behalf of the National Child Safety Council through their liability insurance carrier was $37,500. 2. The National Child Safety Council agreed to the settlement because to refuse would have required using money from donations and educational programs. The Board of Directors did not wish to jeopardize any funding that would interfere with the mission goals of the charity. 3. The Commonwealth of Pennsylvania, through the office of their prosecuting attorney specifically stated to the press and other official organizations that the National Child Safety Council had not committed any illegal actions. 4. The National Child Safety Council has corrected all administrative errors found in the audit undertaken by the Commonwealth of Pennsylvania. 5. The National Child Safety Council felt it was in its own best interest to voluntarily defer renewing any license to solicit funding in the Commonwealth of Pennsylvania indefinitely.

Google them and look at the settlement signed by Mr. Wilkensen where they are paying the commonwealth of Pennsylvania $150,000 and agreed not to fund raise in Pennsylvania in the future. This was october of 2007

I have done a lot of research on the National Child Safety Council and umbrella organizations it has started or taken over. They have been put out of business in states under other names. They also paid a $300,000 settlement in a Florida case several years ago after combining with an established organization and then contributing to its demise. They own their own printing company and collect large amounts of money from local areas in return for some boxes of safety literature. The original founder Mr. Wilkerson came to our area orgainzation to try and dispel concerns on our part. He didn't answer many questions. When asked about the Florida case he stated they paid a "nuisance claim" without stating how much. I later learned it was $300,000. to much local money goes to this organization for their pamphlets
