How COVID-19 impacted the organization's operations financially:

Income was affected because fund raising dinners couldn't be held and that is a major source of revenue for our national and state ministries. Personal meetings with donors at a meal or in a home were severely limited. Expenses at the state level went down because work in the capitol was limited but automobile travel for the president was expensive and had to be well planned. We did get some funds through the National Covid Programs but even getting those was challenging.


How COVID-19 impacted the organization's delivery of programs:

Program delivery as affected in a major was as the capitol buildings were shut down and our state ministers couldn't hold Bible Studies, or meet face to face with legislators for a meal or prayer.


How this organization adapted to changing conditions caused by COVID-19:

Our organization adapted to the changing conditions caused by COVID-19 by mostly avoiding face to face contact with people. Zoom calls facilitated Bible Studies and phone calls helped to keep the personal relationships going with legislators and donors. Emailing and postal mailing also helped keep in touch with supporters of the ministry. It was very difficult to engage the local church or their members because of the virus restrictions. Ministry is a very personal one-on-one activity and the restrictions of not being able to meet in person reduced donations, church engagement, volunteerism, and support by the local church ministers.


Innovations the organization intends to continue permanently after the pandemic:

The monthly Zoom meeting of the state ministers will continue because they build unity within the body by members being able to see and hear each other. Board meetings will also continue to be held through Zoom as the geographical dispersion of the board members limits face to face meetings. Regular prayer meetings (every other week) of National supporters will continue on Zoom as well. The ministry started producing more videos during the pandemic and will continue to do so as posting of them on Facebook, You Tube, and other social media is good marketing. The individual use of them also builds the image of the ministry with individuals; ministers, donors, legislators.

We believe the Bible to be the inspired, the only infallible, authoritative Word of God, profitable for doctrine, for reproof, for correction, for instruction in righteousness. There is one God, eternally existent in three persons: Father, Son and Holy Spirit. Lord Jesus Christ, in His virgin birth, in His sinless life, in His miracles, in His vicarious and atoning death through His shed blood, in His bodily resurrection, in His ascension to the right hand of the Father, and in His personal will return in power and glory.

In the second quarter of 2021 a former State Minister was recruited to volunarily work with State Ministers in fulfilling goals of fund raising, programs, capitol presence, prayer, and proclamation of the word of God through regular Bible studies. He is uniquely qualified as a former state minister and now as a successful financial advisor with a major national firm.

What are this organization’s external mobilizaton efforts?

Capitol Commission is an annual participant at The Sheperds' Conference where ministers from many states and foreign countries are engaged by the Grace Community Church of Rev. John MacArthur. Our goal is be nourished by the presentations and recruit ministers to become state ministers. As an annual participant in the Wilberforce Weekend, we engage in thought leadership with the many ministers and theologians who attend. We have a booth to explain our ministry. Our State Ministers are always working with the local churches to enlist volunteers, engage members in public events such as National Day of Prayer or Governors Prayer Conference. They also assist in filling the pulpits when asked by the local minister to do so. We raise awareness of our mission and cause through participating in Mission Sundays at churches, doing television and radio interviews, and social media platforms such as Facebook, Twitter, Instagram, Pinterest, and Alignable.

Story of Adaptability

The nonprofit has an opportunity to tell the story of how the organization adapted to tremendous external changes in the last year.


2020 was the year of Covid and so our state ministers were not able to be in the state capitols to lead Bible Studies, pray with the legislators and their staffs, or show their presence to those employed inside the capitols. Many of our state ministers adapted to this 'Year of Covid' by holding Bible Studies via Zoom. This was very successful in almost every case where it was implemented because the legislators were not tied up with as many committee meetings or other legislative duties and felt freer to attend the Zoom Bible Studies. The National Organization held Zoom meetings every month for all of the State Ministers and national staff. Some board members also attended. Updates were given by the state ministers and prayer always followed a state minister's update. Many times prayers were offered up for family, friends, or legislators who had contracted the virus. This was a time of encouragement so that the state ministers could know that their situation was not unique and there were many solutions offered up to overcome the restrictions of the virus epidemic. Emails, newsletters, and notes were sent in abundance to friends of the ministry and to legislators known on a personal basis. The annual national gathering of state ministers, board members, and staff was done remotely and live-streamed through You Tube. Our speaker was Ambassador Sam Brownback, U.S. ambassador-at-large for international religious freedom. See it at https://youtu.be/_KDD06ZsRYU In addition to be broadcast and posted on You Tube, several videos were made which were used to enrich not only the National Virtual Fund Raiser but also several state fund raising events as well. Shortened versions were posted on Facebook and Tweeted. Our president avoided air travel but did make several auto trips around the country for the purposes of meeting with state ministers, potential state ministers, donors, and legislators. This was physically demanding but it did strengthen the ministry.
