CARPLS

Mission

Established in 1993, CARPLS is an innovative legal aid service that offers an immediate response to the everyday problems confronting low- and moderate-income residents of Cook County, IL. CARPLS' free hotline and court-based advice desks give individuals direct access to experienced attorneys who are trained to quickly assess and respond to a wide range of civil legal problems. CARPLS attorneys resolve over 85% of all cases in-house by providing information, advice and brief services including the preparation and review of legal documents. CARPLS' unique "legal triage" system serves as a model for legal aid communities across the country and has increased access to justice by dramatically reducing the cost of legal aid services.

Vision

CARPLS is committed to the goal of equal justice for all. Over the past 30 years in Cook County, CARPLS has grown and adapted. We have expanded from offering a single hotline to hosting seven different programs. For Cook County residents, our main hotline provides critical legal advice, referrals, brief services, and educational materials for low and moderate-income individuals. This empowers our clients to address their legal needs in a complex and difficult-to-navigate legal system. Our main hotline is complemented by CARPLS advice desks available in person, as well as phone-based programs that responds to emerging trends and needs in legal aid – a testament to CARPLS' ability to adapt and innovate.
