TO FULFILL THE EDUCATIONAL, SOCIAL, AND COGNITIVE NEEDS OF CHILDREN WHILE THEIR PARENTS OR LEGAL GUARDIANS ARE GAINFULLY EMPLOYED, OR OTHERWISE OCCUPIED.
