Donors have expressed extreme concern about the use of their personal information by charities and the desire to have this information kept confidential. The exchanging and sale of lists for telemarketing and the mass distribution of "junk mail," among other things, can be minimized if the charity assures the privacy of its donors. Privacy policies are assigned to one of the following categories:

  • Yes: This charity has a written donor privacy policy published on its website, which states unambiguously that (1) it will not share or sell a donor's personal information with anyone else, nor send donor mailings on behalf of other organizations or (2) it will only share or sell personal information once the donor has given the charity specific permission to do so.

  • Opt-out: The charity has a written privacy policy published on its website which enables donors to tell the charity to remove their names and contact information from lists the charity shares or sells. How a donor can have themselves removed from a list differs from one charity to the next, but any and all opt-out policies require donors to take specific action to protect their privacy.

How COVID-19 impacted the organization's operations financially:

Donations to our organization increased, and we received multiple grants related to CARES Act funding, which allowed us to increase services with the increased demand. Some of the additional surplus donations have been and will continue to be used to update our aging facilities to make them healthier and more welcoming for staff and clients. Our fundraising event made less than previous years due to being held remotely, but required significantly less effort. We had to shut down our thrift store for two months, which led to a loss of income. However, we received the PPP loan and thus were able to employ all staff, even those unable to come to work.


How COVID-19 impacted the organization's delivery of programs:

We kept all services operational, but most saw significant changes in delivery even as demand for services increased. The safe house and shelter were temporarily closed, then reopened with lower capacity to allow for social distancing. We opened a second safe house to meet demand. Many individuals and families were temporarily sheltered in hotels. Group services were temporarily put on hold until we obtained new technology. All direct client services switched to no-contact delivery, and all operations that could switch to a remote model did.


How this organization adapted to changing conditions caused by COVID-19:

We lost most volunteers, and they are only now starting to return. Staff turnover was higher than normal (particularly in our residential services), not because we did not have funds, but because the nature of their jobs required direct client contact or they became ill or had family members ill or pass away. This meant staff from one program had to cover shifts in others. Even the CEO provided overnight coverage at our shelters on occasion. Nearly all direct service staff were issued laptops for remote work. Rather than require clients to meet with staff in person, video conferencing was used and clients were allowed to send pictures of required documentation from their cell phones. Since access to communication is normally an issue for domestic violence victims, this became worse with their abusers at home for longer periods. To provide secure services, all DV clients were issued cell phones. We have designed new systems allowing us to go almost paperless.


Innovations the organization intends to continue permanently after the pandemic:

Wherever remote work has no impact on client service, it will continue. For example, we had to outfit all our crisis line volunteers with specialized phone systems for their homes. There is no reason to bring them back to the office, as they normally worked behind closed doors and had little interaction with other staff. Staff will continue to meet with clients virtually rather than require in-person visits for services such as utility assistance. Domestic Violence and Sexual Assault clients will have the option of remote or in-person sessions. We will continue to provide cell phones to trauma victims as necessary. Staff meetings and trainings will continue to offer a remote option and be recorded for later viewing, if staff are not able to attend. Several staff who do their work primarily offsite will share office space. Whenever possible documents will be signed electronically, and all processes that switched from paper will remain digital.

ACTS partners with many organizations, such as George Mason University to provide services for our clients while we provide internship opportunities for their students. We were a founding member of the Human Services Alliance, which brings nonprofits, government, faith communities, and civic groups together to coordinate the response to community needs. The Alliance also coordinated over $3 million in CARES ACT spending on human service needs and provided training to all member organizations during COVID. ACTS is a member of the local Continuum of Care, which sets policy and coordinates the community's response to homelessness. ACTS CEO participates on the Washington, DC Metro Fair Housing Community Advisory Committee to help develop the Regional Housing Equity Plan and is a founding member of the Police Chief's Community Advisory Committee, which reviews and makes recommendations on law enforcement policy and initiatives (such as the role of school resource officers).

Story of Adaptability

The nonprofit has an opportunity to tell the story of how the organization adapted to tremendous external changes in the last year.


2020 was a year that brought significant challenges to ACTS. However, the resiliency of staff members who went above and beyond their charged call to bring relief to our community is clearly shown through the results of this past year. In a year that brought record numbers of families calling on ACTS for support, our team met those demands with grace, perseverance, and a commitment to fulfilling our mission. COVID-19 has had a devastating effect on our community. We have seen record numbers of clients seeking utility and rent assistance. Our Hunger Prevention Center went from serving 100 clients a week to over 80 clients a day at the peak of the crisis! Our Prince William Food Rescue program enlisted hundreds of volunteers to redistribute over ten million pounds of food to support 78 local food pantries. Our crisis hotline saw call times lengthen, and our Crisis Listeners were suddenly responding to more and more calls where COVID-19 was the primary or secondary issue. Our on-site volunteer force was dramatically reduced due to our adherence to CDC guidelines and protocols; yet no one who sought help was turned away. Looking back on 2020, it is easy to focus on the negatives. However, ACTS has been able to form new partnerships, expand services, innovate, upgrade our facilities, and even grow over the past 12 months. In all, the ACTS family has persevered through obstacles that have forced other non-profits to shutter their doors. Thanks to the overwhelming generosity of our donors and the effusive support of those who have recognized the importance of the work of ACTS, we have been able to achieve a level of success previously unimagined. It is only through the grace of our supporters that we have set new benchmarks within our levels of service, making us poised to come out the other side of COVID-19 even stronger than before.
