Vision

CAPS envisions a world free from animal mills, pet shops, online sellers, and backyard breeders. We imagine a society with humanely run sufficiently funded animal shelters that don’t have to kill animals for space. CAPS forsees a society in which spay and neuter surgeries for companion animals are affordable and easily accessible.

Goals

1. 1.CAPS' mission has always been to address the pet shop and puppy mill industry through investigations, outreach, legislation, and other means, and those efforts remain a prime part of our focus. However, a fateful trip to Kern County Animal Services (KCAS) led to an expansion of our mission to include shelter reform, animal cruelty, spay and neuter outreach, and a national Latino outreach program.
2. 2.It is time for the California Legislature to take action. CAPS is making a critical new short documentary called The Crisis at California’s Municipal Shelters to push for appropriate legislation. We want to see a law that would require the state to license, regulate, and inspect municipal shelters.
3. 3.CAPS has developed an integrated, nationwide program called the Pet Shop Campaign that seeks to alleviate the inhumane treatment of animals in pet shops and mills. It also aims to discourage the purchase of animals from retail and online pet shops, encourage adoptions, and create a more humane industry model—where pet shops offer rescue and shelter animals instead of those bred in mills.
