TO SUPPORT PUBLIC PROGRAMS AND GENERALLY THE CHARITABLE AND EDUCATIONAL ACTIVITIES OF THE COMMUNITY SERVICES OFFICE OF THE CITY OF MOBILE AND IN DOING SO LESSEN THE BURDEN OF STAGING THESE PROGRAMS AND ACTIVITIES PREVIOUSLY STAFFED AND PAID FOR BY THE CITY OF MOBILE.
