Chapman Partnership
Mission
Chapman Partnership is the gold standard of holistic care for the unhoused in Miami-Dade County, operating over 60% of the Homeless Trust’s emergency shelter beds. Chapman Partnership and the Homeless Trust were co-created in 1993 as our nation’s first public-private sector partnership dedicated to addressing housing instability. This partnership is credited with reducing street-level homelessness in Miami-Dade County from 8,000 individuals in the early 1990s to 1,068 as of the August 2025 Homeless Census; the lowest rate of the nation’s top 10 major metros, including New York, Boston and California. Chapman’s mission is to provide comprehensive programs and services in collaboration with others that empowers those we serve with dignity and respect to overcome homelessness, and to achieve and maintain long-term self-sufficiency and independence. Within Miami-Dade County’s Homeless Plan, Chapman Partnership is ratified to operate two Homeless Assistance Centers located in Downtown Miami (opened in 1995) and Homestead (opened in 1998). Throughout Chapman’s programmatic footprint, over 6,000 individuals are annually served, including 3,000 in shelter (800 nightly residents, 44% are families with children); 1,000 participants (400 households) of the Follow-Up Case Management Program, providing monthly contacts and support for up to 12 months post shelter to ensure housing stability; 300 Community Case Management households with children (1,000 individuals) living in hotels/motels awaiting a family friendly and designated emergency shelter placement for which Chapman provides case management and employment assistance; 521 Emergency Housing voucher households (over 1,000 individuals) where Chapman provides supportive services and annual recertification for program eligibility; and providing housing navigation for all families with children served within Miami-Dade County’s Homeless Continuum of Care, which includes linking them to available Rapid-Rehousing funding, Housing Navigation, and Prevention resources.

- 1.Establish Chapman Partnership as the industry leader for innovative “best practices” in specialized homeless assistance in the Miami-Dade County Continuum of Care and the U.S.
- 2.Fund expansion initiatives that provide innovative programs for clients (address the unique specialized needs of subpopulations), as well as adequate space for the growth of the organization.
- 3.Ensure stable workforce by driving targeted talent acquisition and retention initiatives to improve employee turnover and attrition at Chapman Partnership.
