TO PROVIDE, PROMOTE, ASSIST, AND FACILITATE A COMMUNITY-BASED STRUCTURED PROCESS OF COUNSELING, SOCIALIZATION, RECREATION, AND EDUCATIONAL ASSISTANCE TO YOUTH AND THEIR FAMILIES WHO HAVE BEEN IDENTIFIED AS IN NEED OF ASSISTANCE IN ADJUSTING TO CURRENT LIFE SITUATIONS.
