A COMMUNITY BASED STRUCTURED PROCESS OF EMERGENCY SHELTER CARE, COMMUNITY COUNSELING FOR MENTAL HEALTH AS WELL AS SUBSTANCE USE, SOCIALIZATION, RECREATION, AND EDUCATIONAL ASSISTANCE TO YOUTH AND THEIR FAMILIES AND TO ADULTS TO MAKE A POSITIVE DIFFERENCE IN THEIR LIVES.
