SEAL’s mission is to prepare all Dual Language Learners/English Learners (DLL/ELs) across California to learn, thrive, and lead. SEAL develops, operates, and delivers a robust research and evidence-based approach to DLL/EL teaching and learning that transforms classrooms and school systems with proven professional development, curriculum support, and technical assistance.
