Outcome Data Source
Ratings are based on data the nonprofit itself collects on its work. We use the most recent year with sufficient data. Typically, this data allows us to calculate direct changes in participants' lives, such as increased income.
Outcome data collected during the program. The nonprofit submitted data on the amount of food it provides.
Method for Attributing Outcomes
We don't know if the observed changes were caused by the nonprofit's program or something else happening at the same time (e.g., a participant got a raise). To determine causation, we take the outcomes we observe and subtract an estimate of the outcomes that would have happened even without the program (i.e., counterfactual outcomes).
We assume that the distribution of a meal from one nonprofit's food distribution program does not diminish the amount of food distributed by any other (neighboring) food distribution program. This “counterfactual” assumption about the amount of food distributed in the absence of the nonprofit’s food distribution program implies that the benefit of a meal to a beneficiary in need constitutes a net gain; the gain is not offset by reductions in food provided to other beneficiaries in need. We therefore set the counterfactual to zero.
Cost Data Source
After estimating the program's outcomes, we need to determine how much it cost to achieve those outcomes. All monetary costs are counted, whether they are borne by a nonprofit service deliverer or by the nonprofit’s public and private partners.
Program cost data reported by the nonprofit. Partner and beneficiary costs reported by the nonprofit or estimated by Charity Navigator.
Cost Calculation
$51,264 program costs + $4,652 partner costs + $0 beneficiary costs = $55,917 total costs
We calculate impact, defined as the change in outcomes attributable to a program divided by the cost to achieve those outcomes.
Impact Calculation
$55,917 total costs / 15,000 meals provided = roughly $3.73 provides a meal to a person in need. [2021 USD]
Benchmark for Rating
Impact & Results scores of food distribution programs are based on the cost of a meal relative to the cost that a food-secure person incurs to buy a meal in that county. Programs receive an Impact & Results score of 100 if they are less than 75% the cost of a meal and a score of 80 if they are less than 125%. If a nonprofit reports impact but doesn't meet the benchmark for cost-effectiveness, it earns a score of 65.

What are this organization’s external mobilizaton efforts?
D911 works diligently to assure public knowledge of our services is accurate and useful. D911 leverages local and national media, podcast guesting, speaking at conferences and events as well as social media outreach to bring awareness to the D911 Mobile App program and the services the community can receive via this program. D911 works with any other disaster response organization of any type, allowing them to list in the app the services they offer and the location or process for people to access their assistance. D911 coordinates with local emergency managers and at the federal level with emergency managers to give them access to all data D911 accrues when active in a disaster area. D911 Leadership is always available to participate in think-tank meetings and willingly shares how our perspective sees disaster unfold, providing ideas on how we can all work together to improve disaster preparation, response, and resilience.
The nonprofit has an opportunity to tell the story of how the organization adapted to tremendous external changes in the last year.
D911 was originally envisioned as an immediate response app. Addressing non-life threatening urgent needs of people in the midst of a disaster event. In the last year, after Hurricane Ian, it was clear that a greater, and primary focus on preparation and resilience was going to be the future of the D911 Mobile App program. Working with disaster response partners, and considering what would be best for each part of the disaster response effort, D911 is implementing a preparedness kit that will be available to underserved communities for free and others at a subsidized price. This effort will allow D911 App Users to have a 72-hour preparedness supply kit on hand before disaster strikes. In Hurricane Ian's aftermath, D911 saw an opportunity to create a directory in the app that connects professional service companies with people in the disaster area that need their help. The external change that prompted these adaptations was the lack of efficient methods for people to be ready in advance and to access professional services after the event. D911 maintains the response element of the app, connecting citizen to citizen as people helping people, these additional elements are being developed now to address a need for a disaster response ecosystem that is simple and easy to access. For D911, this is a major shift that further aligns the D911 Mobile App program with the directives and goals of professional emergency managers, responders, and local leaders.
