Modest Needs works to stop the cycle of poverty before it starts for the low-income workers whom conventional philanthropy has forgotten. We do this by empowering compassionate members of the general public to safely and securely help hard-working, low-income households to afford the kinds of short-term emergency expenses. Since 2002, by working together in this very 'modest' way, Modest Needs' donors have stopped 7,659 low-income individuals and families from entering the vicious cycle of poverty and a lifetime of dependence on the public welfare system for their survival. This donor advisory was published on Thursday, December 20, 2012

On December 20, 2012 Charity Navigator posted a Donor Advisory regarding Modest Needs.  The Donor Advisory was posted in good faith reliance based on information reported by Modest Needs in its Form 990 for FYE 2010: specifically 1) That Modest Needs’ CEO had received what appeared to be a loan from the organization  in 2010 and 2) a disclosure that Modest Needs’ CEO had been employed on a part-time basis by a vendor hired by Modest Needs’ Board of Directors to redesign its website. 

However, since that time Modest Needs has supplied Charity Navigator with new information, including: a) additional documents and information showing that the “loan” was, in fact, a loan from the CEO to Modest Needs to cover certain of the organization’s operating expenses, and that the loan was repaid by the CEO within four weeks of its ratification by the Board in March 2011; and b) confirmation that the CEO’s relationship with the vendor had been discontinued as of early 2011; as well as c) a new Form 990 for 2011.

Based on these additional materials and disclosures provided by Modest Needs, Charity Navigator has determined that it is appropriate to remove the Donor Advisory and resume its ratings of Modest Needs as of August 16, 2013. 

Charity Navigator had previously published a Donor Advisory for this charity because we became aware of the following information in connection with this charity:

  • During our analysis of this charity’s FYE 2010 Form 990, the document revealed that Modest Needs has contracted with an outside firm for the redesign of, and ongoing maintenance and technical support for its website. The contract provides for the firm to receive more than $800,000 for services covering a three-year period. The document further revealed that Modest Needs' CEO, Dr. Keith Taylor, is employed by this outside firm on a part-time basis for this purpose.  While The Form 990 states that Modest Needs adhered to its conflict of interest policy in connection with this transaction, the transaction raises conflict-of-interest concerns. (see PDF attachment 'Modest Needs, Schedule L, Part IV explanation').
  • In addition to Dr. Taylor's $197,000 of direct compensation from the organization, the document also revealed that he has received a $26,000 loan, the terms of which are not in writing and for which no board approval was granted. (see PDF Attachment 'Modest Needs, Schedule L, part II'). This is inconsistent with the Panel on the Nonprofit Sector’s Principles for Good Governance and Ethical Practice.
  • We find such practices atypical as compared to how other charities operate and have therefore issued this Donor Advisory.
