This rating was published 08/01/2017 and includes data from FY2016, the most recent 990 received at that time.

Children's Literacy Initiative (CLI), founded in 1988, works with Pre-K to 3rd grade teachers to transform instruction so that all children can become powerful readers and writers. CLI delivers coaching and training to educators who work in under-resourced, under-performing schools and preschools, equipping them with high-impact literacy instruction techniques and high-quality children's literature. In 2010, CLI received a highly competitive $21.7M Validation grant from the U.S. Department of Education's Investing in Innovation (i3) Fund to implement its program in 38 schools. In 2015, using study results from this project validating CLI's ability to improve teacher practice and student reading achievement, CLI won a $19M i3 Scale-up grant to expand into 27 new public schools. CLI recently won the 2017 David M. Rubenstein Prize, the top honor in the Library of Congress Literacy Awards program for making outstanding and measurable contributions in increasing literacy across the country.

Official Charity Response

Reduced FY16 federal revenue and program expenses, stemming from the planned wind-down of a five-year, $26 million Investing in Innovation (i3) Validation grant project supported from 2010 through 2015 by the U.S. Department of Education and match funders, resulted in CLI’s lower fundraising efficiency and program expense growth scores, as calculated by Charity Navigator rating system.

CLI anticipates these scores will rebound when Charity Navigator recalculates CLI’s scores for FY17, during which period CLI increased its school district contracts revenue and its federal revenue. CLI’s FY17 revenue increased with the first year of service for CLI’s five-year, $20 million, i3 Scale-up project, funded by the U.S. Department of Education, match funders and district investment, to bring CLI’s validated professional development approach to 27 new schools in four new markets: Broward County, Fla.; Denver, Elizabeth, N.J., and Houston.

CLI’s audited financial statement and IRS Form 990 for the fiscal year ending June 30, 2017, can be found on CLI’s donation page on its website.
