Founded in 1971 by zoologist Ralph Heath, the Suncoast Seabird Sanctuary is the largest non-profit wild bird hospital in the United States. It is staffed by experienced professionals assisted by over a hundred dedicated volunteers. Similar to a human hospital, it is equipped with emergency facilities, a surgical center, and rehabilitation areas. An average of 23-30 wild birds are admitted every day. There are a variety of species that are permanent residents at the Sanctuary, ranging from tiny song and garden birds to the majestic birds of prey. Although the goal is always to release the birds after they have recuperated from an illness or injury, those who have sustained injuries that prevent them from surviving in the wild are kept permanently at the Sanctuary or given to another reputable facility.

In accordance with our policy for removing Donor Advisories, Charity Navigator removed the Donor Advisory for Suncoast Seabird Sanctuary on July 1, 2015 because the Donor Advisory had been in place for more than a year (since November 2012) and because the following public domain documentation confirms the issues that led to the Donor Advisory have been resolved:

  • US Department of Labor provided proof of payment for back wages under the provision of the Fair Labor Standards Act
  • Florida Fish and Wildlife Conservation Commission Division of Law Enforcement has cleared the organization of nearly all charges

Charity Navigator had published a Donor Advisory on for Suncoast Seabird Sanctuary because we became aware of the following information in connection with this charity:

  • On November 15, 2012, News Channel 8, in Tampa, FL, reported that the “Suncoast Seabird Sanctuary has agreed to pay $21,336 in back wages to nine employees following an investigation by the U.S. Department of Labor.” The news coverage also states that “the Department of Labor says it determined the nonprofit bird rescue organization failed to pay some employees ‘for several work weeks’ and did not pay overtime to others who worked more than 40 hours of week.” Additionally, the news station reported that “the IRS has filed liens amounting to $187,000 for unpaid payroll taxes over the past two years.” For more information, please see News Channel 8.
  • On November 2, 2012, News Channel 8, in Tampa, FL, reported that “former employees of the Suncoast Seabird Sanctuary say one reason the wildlife rescue center is struggling to pay its debts is that founder Ralph Heath took cash from donation boxes but failed to account for it.” For more information, please see News Channel 8.
  • On January 24, 2013, New Channel 8, in Tampa, FL, reported that "creditor Ronald Cooper has filed a foreclosure action in Pinellas Circuit Court against the sanctuary to recover an unpaid $550,000 loan secured by the charity's 35,000-square-foot warehouse."   • On May 6, 2014, Tampa Bay Times reported that "fish and wildlife officials have cited the Suncoast Seabird Sanctuary with dozens of violations stemming from the nonprofit organization's handling of animals in its care." The article went on to state, "the violations issued by the wildlife commission investigators against Health included 54 incidences of failing to maintain treatment logs for wildlife under his care; two violations on rehabilitating protected migratory birds in unapproved locations; one violation each for unclean drinking water for its 78 turtles; and failing to meet minimum caging and water requirements for captive wildlife."
