IOCC is a great charity

I feel Charity Navigator's rating system underrates IOCC due to misplaced emphasis on "Organization Capacity". If a small charity does great work, delivers great bang for the buck, is well-managed and efficient, why should it be downgraded just because categories like "Primary Revenue Growth" are not as high as for aggressive junk-mailers?
In the case at hand, IOCC devotes 93% to "Program Expenses" and ranks 4 stars for "Organizational Efficiency". IOCC's CEO is paid a reasonable $150,000 per year. Yet its overall ranking is dragged down to 3 stars due to its "Capacity" capacity, which is unimportant to me as a potential giver. It's something of a self-fulfilling prophesy: if donors eschew worthy charities on account of low "capacity", they'll never develop this "capacity"!
