I think Charity Navigator's rating system makes sense and is fair in most cases. But there needs to be a way to reflect individual circumstances, too, so that potential donors will not be dissuaded from donating to a worthy institution, such as the Philadelphia Zoo.
I have been a member of the Philadelphia Zoo for many years and I believe it has been particularly well run in the last two years, at least from a very observant frequent visitor's point of view.
I hope potential donors will take the time to contact the Zoo for more information before deciding to contribute to another zoo simply because it has a higher-star rating.
