Donors have expressed extreme concern about the use of their personal information by charities and the desire to have this information kept confidential. The exchanging and sale of lists for telemarketing and the mass distribution of "junk mail," among other things, can be minimized if the charity assures the privacy of its donors. Privacy policies are assigned to one of the following categories:

  • Yes: This charity has a written donor privacy policy published on its website, which states unambiguously that (1) it will not share or sell a donor's personal information with anyone else, nor send donor mailings on behalf of other organizations or (2) it will only share or sell personal information once the donor has given the charity specific permission to do so.

How COVID-19 impacted the organization's operations financially:

Initially, early on in the pandemic, Channel One was facing an extreme deficit and an increased client need. Thanks to private and public partnerships, government aide, and community donations, we were able to recover financially. This influx of funding also enabled us to reimagine our programs in a safe manner.


How COVID-19 impacted the organization's delivery of programs:

We had to close our food shelf for indoor shopping, as did many of our agency food programs. Instead, we offered food in a to-go format, and we held additional food programs (such as mobile pantries and prepared meals) to address the increased need for food as a result of the pandemic.


How this organization adapted to changing conditions caused by COVID-19:

Our food distribution model changed throughout the pandemic and we partnered with many local organizations to provide the same level of service in different formats than we had done traditionally.


Innovations the organization intends to continue permanently after the pandemic:

During our indoor food shelf closure, we remodeled and adopted the SuperShelf model – focusing on client choice and access to culturally diverse food options. We also looked into client survey data to make sure that our shoppers were all receiving the top requested items, prioritizing fruits and vegetables, protein, and baking and cooking items.

This “counterfactual” assumption about the amount of food distributed in the absence of the nonprofit’s food distribution program implies that the benefit of a meal to a beneficiary in need constitutes a net gain; the gain is not offset by reductions in food provided to other beneficiaries in need. We therefore set the counterfactual to zero.

After estimating the program's outcomes, we need to determine how much it cost to achieve those outcomes. All monetary costs are counted, whether they are borne by a nonprofit service deliverer or by the nonprofit’s public and private partners.

We received feedback from our clients that they often feed people outside of their immediate household, so when visiting one of our food programs, we now ask a version of "how many people are you providing food for?" rather than "how many are in your household?".

We've partnered with GuideStar by Candid to survey organizations about their feedback practices. Nonprofit organizations can fill out the How We Listen section of their Candid profile to receive a rating.


Charity Navigator awards full credit for this Beacon to every nonprofit that is eligible for an Encompass Rating that completes the survey, in recognition of their willingness to publicly share this information with the nonprofit and philanthropic communities. This data is not evaluated for quality at this time. Validation will be added in future iterations of this Beacon.

Analysis and Research


Like the overall Encompass Rating System, the Culture & Community Beacon is designed to evolve as metrics are developed and ready for integration. Our partnership with Feedback Labs and Guidestar by Candid, and other partners including Fund for Shared Insight, GlobalGiving, and Keystone Accountability, enables us to launch the first version of this beacon with Constituent Feedback information collected on Candid's site.


Feedback practices have been shown to support better Diversity, Equity, and Inclusion outcomes, an essential area of assessment that we intend to further expand and develop in the future. Feedback Labs has documented several studies which indicate that beyond achieving organizational goals, nonprofits that are attentive and responsive to concerns and ideas raised by beneficiaries establish stronger relationships with the people they serve, promote greater equity, and empower constituents in ways that can help to ensure better long-term outcomes.
