    To promote the common good and general welfare of Lafayette Parish, its inhabitants, and its civic or other enterprises by assisting in financing housing for low income persons. This includes, but is not limited to, promoting and advancing decent, safe and sanitaryhousing for persons of low income by, among other things, rendering financial assitance in acquiring, rehabilitating, maintaining, and operating housing projects in Lafayette Parish approved by the Housing Authority.
