    Village Cluster Program: The Village Cluster Program consists of three stages: (1) meeting immediate food, water and health needs; (2) developing diverse income-generating activities, particularly in agriculture; (3) training and coaching to sustain new economic activities.

    Impact score of this program is based on the incremental cost to increase the earnings of beneficiaries. If the program provides an increase earnings at a value greater than $1.50 for every $1 spent, it is deemed highly cost-effective. If the program provides increased earnings for more than $0.85 for every $1 spent, it is considered cost-effective. If the nonprofit doesn't meet this benchmark for cost-effectiveness, it earns a score of 65. This program increased the increases earnings of beneficiaries by more than $1.50 for every $1 spent.
    Methodology
    Analysis conducted in 2019 by Charity Navigator's acquired branch, ImpactMatters, using data from solicited nonprofits and publically available data from the IRS.
    Data Source
    Outcome data collected through Raising the Village surveys of every third household they came across in Raising the Village villages so that each household had a similar probability of being surveyed. The same 'one in three households' sampling method was also used in comparison villages. Cost information for this program was collected from nonprofit reporting and form 990 data from the IRS.
