In accordance with our policy for removing Donor Advisories, Charity Navigator removed the Donor Advisory for Disabled Veterans National Foundation on February 1, 2016 because the Donor Advisory had been in place for more than a year (since May 2012) and because the issues that prompted the Donor Advisory have been resolved. Specifically:

 
Charity Navigator had published a Donor Advisory on Disabled Veterans National Foundation because we became aware of the following information in connection with this charity:
  • On May 23, 2012, CNN reported that Senator Max Baucus, chairman of the Senate Finance Committee, and Senator Richard Burr, the senior Republican on the Veterans’ Affairs Committee are investigating charges that the Disabled Veterans National Foundation has spent little of the tens of millions of dollars it has raised since 2007 on programs to help veterans.   • The charity has responded on its site here
  • On September 24, 2012, CNN reported that the Disabled Veterans National Foundation “is also under investigation by the State of Florida.” Documents from the Florida Department of Agriculture and Consumer Affairs reviewed by CNN show that DVNF “essentially paid off another charity years ago after claims that it pirated logo design, wording for fund-raising direct mail letters and a host of other items before launching its own direct mail campaign.” The story also noted that “in the midst of both a U.S. Senate and State of Florida investigations” the “DVNF sent a new mailing to 750,000 donors, each letter containing a one dollar bill.” And CNN reported that “Quadriga Art, LLC, the giant direct mail fund-raiser in back of DVNF and hundreds of other charities, is now under formal investigation by the attorneys general of both New York and California.” For more information, please see the CNN story.
  • On June 30, 2014, the Chronicle of Philanthropy reported that "the New York attorney general’s office announced... that it had won a $25-million settlement in its investigation into fundraising abuses by a veterans charity [ Disabled Veterans National Foundation] and its direct-mail vendors, Quadriga Art and Convergence Direct Marketing." It goes on to report that the charity "...must create a committee to reexamine its business model, refrain from using Quadriga or Convergence for three years, and discontinue misleading fundraising appeals. It must also terminate its relationship with Charity Services International, a group that it paid to obtain donated goods for veterans that in some cases, the attorney general’s office said, did 'not have any useful purpose.'" The article also noted "Joseph VanFonda, chief executive of the Disabled Veterans National Foundation since late 2013, said in a statement he welcomed the settlement, which will 'enable us to improve the services we deliver and increase transparency with our loyal donors.'
