The Community Food Bank of Eastern Oklahoma is the largest hunger-relief organization in eastern Oklahoma. The Food Bank distributes food to people in need through 730 direct service programs and Partner Agencies in 24 counties of eastern Oklahoma. These programs include food pantries, soup kitchens, emergency shelters, low-income after-school programs, senior citizen centers, and veteran initiatives. Collectively, the Food Bank provides more than 464,000 meals each week.

This “counterfactual” assumption about the amount of food distributed in the absence of Community Food Bank of Eastern Oklahoma’s food distribution program implies that the benefit of a meal to a beneficiary in need constitutes a net gain; the gain is not offset by reductions in food provided to other beneficiaries in need. We therefore set the counterfactual to zero.
