On May 19, 2015, the Federal Trade Commission reported on the findings of its investigation of Children's Cancer Fund of America in a press release titled, "FTC, All 50 States and D.C. Charge Four Cancer Charities With Bilking Over $187 Million from Consumers." For this reason, we have issued a High Concern CN Advisory. For more information regarding the charges reported, please see the Federal Trade Commission press release and the FTC complaint.

  • On March 30, 2016, the FTC published a press release titled, "FTC, States Settle Claims Against Two Entities Claiming to Be Cancer Charities; Orders Require Entities to Be Dissolved and Ban Leader from Working for Non-Profits." For more information, please see the FTC's website.

The concerns raised about illegal activity, improper conduct, or organizational mismanagement are serious both in nature and scope and have thus warranted this CN Advisory. We have published this advisory to provide donors with content that they may find useful when making their giving decisions. The views and opinions expressed here are those of the authors of sources used for the reported information, and not those of Charity Navigator. • On May 19, 2015, "the Federal Trade Commission and 58 law enforcement partners from every state and the District of Columbia have charged four sham cancer charities and their operators with bilking more than $187 million from consumers." The press release the FTC published named the following in the federal court complaint: "Cancer Fund of America, Inc. (CFA), Cancer Support Services Inc. (CSS), their president, James Reynolds, Sr., and their chief financial officer and CSS's former president, Kyle Effler; Children's Cancer Fund of America Inc. (CCFOA) and its president and executive director, Rose Perkins; and The Breast Cancer Society Inc. (BCS) and its executive director and former president, James Reynolds II. CCFOA and Perkins, BCS, Reynolds II and Effler have agreed to settle the charges against them. Under the proposed settlement orders, Effler, Perkins and Reynolds II will be banned from fundraising, charity management, and oversight of charitable assets, and CCFOA and BCS will be dissolved.  Litigation will continue against CFA, CSS and James Reynolds Sr." For more information, please see the Federal Trade Commission press release and the FTC complaint.

2010-12 03/09/2012 --Donor Advisory

This donor advisory was published on Friday, March 9, 2012

In accordance with our policy for removing Donor Advisories, Charity Navigator removed the Donor Advisory for Children’s Cancer Fund of America on February 1, 2015 because the Donor Advisory had been in place for more than a year (since March 2012) and because the issue that prompted the Donor Advisory has been resolved. Specifically:

  • The New York attorney general's office confirmed the inquiry into Children’s Cancer Fund of America is now closed.

Charity Navigator had published a Donor Advisory for this charity because we became aware of the following information in connection with this charity:

  • The New York attorney general announced an industry-wide investigation into car donation charities after a review found fraudulent practices that deceived donors and diverted funds from those in need. Children's Cancer Fund of America was among the charities that received a subpoena from the New York attorney general. The subpoena seeks materials relating to the revenues that it collected through its car donation program and how that revenue was used by the charity. The subpoena also seeks evidence to support the representations made in solicitations to potential vehicle donors. For more information, see the attorney general’s website.
