The Society for the Prevention of Cruelty to Animals (S.P.C.A.) International works to stop the abuse and suffering of animals with innovative programs that serve both animals and their human caretakers. The mission of SPCAI is simple but vast: to advance the safety and well-being of animals. Through programs like Shelter Support Fund, Veterinary Supply Aid, Operation Baghdad Pups: Worldwide and our education initiatives, we are continually working to save animals from cruelty and neglect around the world.

In accordance with our policy for removing Donor Advisories, Charity Navigator removed the Donor Advisory for SPCA International on August 1, 2016 because the Donor Advisory had been in place for more than a year (since June 2012) and previous issues have since been resolved. Please see SPCA International’s most recent Form 990 for more information on the resolution of the material diversion of assets:

Charity Navigator had published a Donor Advisory on SPCA International because we became aware of the following information in connection with this charity:

  • On June 15, 2012, CNN reported the following about this charity:

    • SPCA International raised close to $27 million to help animals, but spent nearly all of that money on fund-raising expenses paid to a direct-mail company.

    • SPCA International misrepresented one of its programs called "Baghdad Pups" on its tax filings.

    • An officer of SPCA International, Terri Crisp, once headed a California-based animal rescue charity, Noah's Wish, that reached a settlement agreement in 2007 with the state of California. According to that settlement in 2007, Crisp  did not admit any wrongdoing, but the charity agreed to return $4 million in donations to California officials. Crisp also agreed not to "serve as an officer, director or trustee or in any position having the duties or responsibilities of an officer, director or trustee, with any non-profit organization for a period of five (5) years from the date of the execution of this Settlement Agreement."

    • Pierre Barnoti, who founded U.S.-based SPCA International in 2006, also has a “questionable record as a charity manager.”

  • On July 13, 2012, CNN reported that "California's attorney general is 'actively reviewing' an animal charity executive [Terri Crisp] who had agreed not to take a higher office with another charity after a state investigation into how her previous employer had spent its donations."
