During our analysis of the Investigative Project on Terrorism’s Forms 990, we identified the following issue:
100% of the organization's program expenses on the FY2010 return are being directed to the organization's CEO & Founder's for-profit management company, SAE Productions. Recent 990s show the organization continues to allocate all program expenses to "management," however they do not directly mention SAE Productions. Below are portions of the FY2010 and FY2014 returns that highlight these issues:
We find such practices atypical when compared to how other charities operate, as well as a departure from how the Investigative Project on Terrorism has reported its finances in the past. We have reached out to the Investigative Project on Terrorism for further clarification, but have not received an adequate explanation and have thus issued this Moderate Concern CN Advisory.

The nature of the atypical financial reporting issues identified are such that Charity Navigator has issued this CN Advisory to provide donors with information that they may find useful when making their giving decisions.
