On March 12, 2018, it came to the attention of Charity Navigator that MAP International is the subject of an Order to Cease and Desist, Revocation of California Charity Registration and Assessment of Penalties by The California Attorney General's Office according to court documents. A Statement from MAP International: 

In recent weeks, the California Attorney General's office has expressed its concern that MAP International and many others in the industry are valuing certain donated medicines using U.S. wholesale pricing that the AG claims doesn’t comply with applicable accounting standards. Since 1954, accountability, transparency and integrity have been among MAP’s highest values in all aspects of our work, including in our accounting and finances. 

MAP’s nationally-recognized independent accounting firm, specializing in tax exempt organizations, has certified without qualification that our valuation of medicines and other gifts is in all material respects fairly presented, in accordance with Generally Accepted Accounting Principles (GAAP) set by the independent U.S. Financial Accounting Standards Board (FASB). MAP's valuation method meets high industry standards, including the “Interagency GIK Standards,” established through Accord Network, a leading industry collaborative group formed to promote common and ethical reporting and operating principles.

Also at issue for the AG is how MAP and other charities should calculate and communicate efficiency ratios. Including donated product values together with cash donations in these ratios and communications has long been the industry-standard used in ratings and other evaluation methods applied to non-profit organizations.  

We remain confident in the standards we follow in these areas, and we are working together with the broader industry to address the concerns raised by the California Attorney General.


This charity has received a Moderate Concern Advisory due to an open or pending investigation regarding allegations of possible illegal activity, improper conduct, organizational mismanagement, or other matters of concern. Please note that this investigation has not concluded and that the allegations being investigated have not been confirmed by the U.S. legal system.
