Founded in 1935, the National Council of Negro Women (NCNW) is a council of 39 affiliated national African American women's organizations and over 240 sections - connecting nearly four million women worldwide. Our mission is to lead, develop and advocate for women of African descent as they support their families and communities. We fulfill our mission through research, advocacy and national and community-based health, education and economic empowerment services and programs in the United States and Africa. Through section and affiliate volunteers in 34 states, NCNW addresses local needs while impacting communities nationwide.

  • The National Council of Negro Women has historically reported fundraising expenses on their Form 990. However, its most recent Form 990 lists no fundraising expenses. Based on our experience, charities only rarely are able to raise substantial sums of money without incurring any associated fundraising costs. We have reached out to the National Council of Negro Women for clarification, but have not received an adequate explanation. We are therefore unable to evaluate the National Council of Negro Women and thus have issued this Donor Advisory.

  • Charities are required to file the Form 990 (annual tax return) with the IRS annually.  A 501(c)3 public charity must file their Form 990 by the 15th day of the 5th month after the organization's accounting period ends. An organization can request a three month extension, which is granted automatically, upon filing Form 8868 with the IRS.  An organization can file for another three month extension, but it will be reviewed and the application must show reasonable cause for the additional time required.  For more information on this, please see page 6 of the IRS Form 990 instructions
  • Charity Navigator receives the Form 990 for all charities we rate on a monthly basis directly from the IRS.  The last Form 990 for this charity we received was for the 2011 tax year.  We have reached out to the National Council of Negro Women to obtain a more recent Form 990, but we have either not received a reply, or if we did receive a reply, it was an inadequate explanation as to why it hasn't filed a more recent return with the IRS. We are therefore unable to evaluate the National Council of Negro Women and thus have issued this Donor Advisory.

In accordance with our policy for removing CN Advisories, Charity Navigator removed the Moderate Concern CN Advisory for the National Council of Negro Women on February 1, 2020, because the CN Advisory has been in place for more than a year (since March 6, 2017).
