Fulfill, formerly The Foodbank of Monmouth and Ocean Counties, provides access to nutritious food and resources to end hunger in our neighborhoods. Fulfill began in 1984 when three people saw hunger at the Jersey shore and decided to make a difference. They purchased a small, dilapidated warehouse in Spring Lake. After one year, Fulfill was serving 25 charities with 100,000 pounds of food. Today, Fulfill serves nearly 300 pantries, soup kitchens, shelters and other feeding programs with more than twelve million pounds of food, including over 2 million pounds of fresh produce, annually. Fulfill offers many hunger-ending resources including kids meals, backpack programs, mobile pantries, a Culinary Training Program for people in need of better-paying jobs, Free Tax Prep, SNAP Benefits, and Healthcare Enrollment assistance.

Note: The Impact & Results score currently has no effect on the nonprofit's Star Rating.

The Impact & Results score is a measure of how well a nonprofit delivers on its stated mission. To issue a score, Charity Navigator estimates the actual impact the nonprofit has on the lives of those it serves, and determines whether it is making good use of donor resources to achieve that impact. Learn more about our Impact & Results methodology here.

Program Activities
Fulfill primarily collects, warehouses and distributes food to front-line organizations like food pantries and soup kitchens. It also manages smaller programs that serve meals and provide groceries directly to beneficiaries.
Impact Statement
$2 provides a meal to a person in need.
Assessment Benchmark
Impact & Results scores of food distribution programs are based on the cost of a meal relative to the cost that a food-secure person incurs to buy a meal in that county. Programs receive an Impact & Results score of 100 if they are less than 75% the cost of a meal and a score of 75 if they are less than 125%. If a nonprofit reports impact but doesn't meet the threshold for cost-effectiveness, it earns a score of 50.
Methodology
ImpactMatters analyzed publicly available data to rate the cost-effectiveness of Fulfill.
Data Source
Outcome data collected during the program. Fulfill publicly reports the amount of food it provides.
Method for Attributing Outcomes
We assume that the distribution of a meal from one nonprofit's food distribution program does not diminish the amount of food distributed by any other (neighboring) food distribution program. This “counterfactual” assumption about the amount of food distributed in the absence of Fulfill’s food distribution program implies that the benefit of a meal to a beneficiary in need constitutes a net gain; the gain is not offset by reductions in food provided to other beneficiaries in need. We therefore set the counterfactual to zero.
