Founded in 1978, the National Veterans Services Fund, Inc. (NVSF), formerly Vietnam Veterans Agent Orange Victims, provides case-managed social services and limited medical assistance to Vietnam- and Persian Gulf War- veterans and their families, with a focus on families with disabled children. The families served by NVSF have been unable to obtain the social and health services they so critically need from other sources. NVSF uniquely combines family-guided case management (service coordination) and advocacy assistance while strengthening business, social and community support. Services provided by NVSF are carefully designed to empower families so that they can successfully navigate different health and social systems.

This donor advisory was published on Wednesday, December 24, 2014

In accordance with our policy for removing Donor Advisories, Charity Navigator removed the Donor Advisory for National Veterans Service Fund, Inc. on February 1, 2015 because the Donor Advisory had been in place for more than a year (since December 24, 2014) and because the issues that prompted the Donor Advisory have been resolved. Specifically:​​

  • The organization reported a material diversion of assets on its FY2014 990 along with an explanation of what occurred. ​

Charity Navigator had published a Donor Advisory on National Veterans Service Fund, Inc. because we became aware of the following information in connection with this charity:

  • On June 2, 2014, the Connecticut Post reported that "Cynthia Tanner, a bookkeeper for the nonprofit organization [National Veterans Services Fund], is facing a felony charge after police said she wrote more than 135 unauthorized checks in 2013. Police say Tanner began embezzling from the NVSF five years ago and believe the amount could reach $830,000, once the investigation is complete." The article goes on to note that Phil Kraft, NVSF's executive director and treasurer, said "Tanner was terminated last week" and that "he couldn't comment on the investigation." Kraft went on to say that "this situation came to light during our internal auditing and some questionable entries came up." For more information, please see the Connecticut Post article.
  • On July 2, 2014, The Darien News reported that the case against Cynthia Tanner was still ongoing. According to the article, "Police expect to file additional charges against Tanner." For more information, please see the Darien News article.
