THE CHILDREN'S ART CARNIVAL PROVIDES ARTS AND CULTURAL EDUCATION AND PROGRAMMING FOR COMMUNITY RESIDENTS, YOUNG PEOPLE AND THEIR FAMILES, AND PROFESSIONAL DEVELOPMENT AND OPPORTUNITIES FOR EMERGING ARTISTS LIVING AND WORKING IN HARLEM AND SURROUNDING AREAS.
