PROVIDING GENERAL RELIEF FOR THE BENEFIT OF PERSONS AND FAMILIES DISPLACED BY HURRICANE'S AND OTHER NATURAL DISASTERS AND THEIR AFTERMATH AND WHO ARE CURRENTLY RESIDING IN SOUTHEAST TEXAS; AND PROVIDING GENERAL RELIEF FOR THE BENEFIT OF ANY PERSONS AND FAMILIES RESIDING, TEMPORARILY OR PERMANENTLY.
