TO DEVELOP AND FACILITATE PLANS AND PROJECTS TO ELEVATE, SUPPLEMENT, AND ENHANCE THE USAGE OF SAILING AND WATER SPORT FACILITIES/ORGANIZATIONS BENEFITING SHEBOYGAN'S WATERFRONT AND MARINE EDUCATION GENERALLY IN ORDER TO PROVIDE MORE SERVICES AT A REASONABLE COST, WHILE MAXIMIZING THE IMPACT OF THE DONORS' PHILANTHROPIC DOLLARS.
